Work Competence Certification for Employees Within the Human Resources Management Sector
Decree of the Minister of Manpower No. 115 of 2022 on the Mandatory Enforcement of Work Competence Certification for Employees Within the Human Resources Management Sector

- The decree addresses the mandatory implementation of work competence certification for employees working within the human resource management (“HRM”) sector. Said mandatory implementation is being implemented in line with the following goals: 1) Ensuring the availability of competent manpower within companies’ HRM departments; 2) Enhancing the productivity and competitiveness of manpower within the HRM sector; and 3) Achieving harmonious industrial relations within companies.
- The mandatory implementation of work competence certification applies to the following types of departments at the least, which are already subject to the Indonesian National Standard on Work Competence: 1) Training and development; 2) Work management; 3) Productivity enhancement; 4) Industrial relations; 5) Remuneration systems; and 6) Talent management. The mandatory implementation of work competence certification applies to employees working in positions that are equivalent to the lowest four levels of the Indonesian National Qualification Framework. Furthermore, it is important to note that the mandatory implementation of work competence certification only applies to employees who are working for medium-sized or large companies.
