Health Protocols for the Handling of Foot-and-Mouth Disease
Circular of the Task Force for the Mitigation of Foot-and-Mouth Disease No. 2 of 2022 on Health Protocols for the Handling of Foot-and-Mouth Disease

- Any animals that are considered vulnerable to foot-and-mouth disease [penyakit mulut dan kuku – “PMK”] (“Vulnerable Animals”) may be subject to periodic PMK virus detection measures in accordance with their levels of infection risk and in line with the following provisions: 1) Vulnerable Animals in regencies/cities that fall into the green-zone category may be subject to PMK virus detection measures that involve Reverse Transcriptase Polymerase Chain Reaction (“RT–PCR”) and ELISA nonstructural protein antibodies (“ELISA-NSP”)testing; or 2) Vulnerable Animals in regencies/cities that fall into the yellow-zone or red-zone categories may be subject to PMK virus detection measures that involve rapid antigen tests, RT-PCR and ELISA-NSP testing.
- If any of the above tests produce positive results, then the following consequences will apply to Vulnerable Animals: 1) Green zone: must be exterminated and disinfected (both prior to and after extermination); 2) Yellow zone: must be conditionally slaughtered (pemotongan) through mandatory withering (pelayuan) and also disinfected (both prior to and after extermination); and 3) Red zone: conditional slaughter or isolation will be recommended, dependent on the relevant health status, as determined by a qualified vet.
- Various biosecurity measures should be implemented by the following parties: 1) All farmers, owners or organizers of ex-situ conservation areas; 2) Managers (pengelola) of Vulnerable Animal slaughterhouses (i.e. slaughter and milking areas); 3) Relevant officers and farmers (in order to mitigate the transmission of PMK through human contact).
